About manpower returns
Every business or organisation in Jersey that holds a business licence must submit manpower returns. Manpower returns give us valuable information on Jersey's labour market and inform government's policies.
The frequency and how you submit your returns depend on if you're an employer or a single person business.
You do not need to make any payment for manpower returns.
Information you need to provide
You need to provide information about your business and for each employee. If you're a single person business, you only need to include yourself.
About your business
All the information you need to provide is listed on your business licence:
- business (undertaking) reference
- business name (if you're a sole trader or partnership this is your personal name(s))
Employees' information
You need to provide information about each person working for your business. If you're a single person business you only need to include yourself on the return.
Information you need to provide include:
- Social Security number (found on the registration card)
- first and last name (exactly as it appears on the registration card)
- residential status (found on the registration card, for example registered, licensed, entitled or entitled for work). Find information on

- contracted hours (full time, part time or zero-hour basis)
- contract type (permanent or non-permanent)
Employers
From January 2022 you must submit your manpower returns, tax, and social security contributions on the combined employer return. This must be done every month.
You must be registered for online services to submit your combined employer returns. If your business is already registered you don't need to register again.

Single person businesses
If you do not employ staff, you need to submit your manpower returns using the online form below.
This must be done twice a year by 31 January and 31 July. The information you submit must contain the status of your business as of 31 December and 30 June.
We will send you a reminder by email in January and July each year.

Submitting December 2021 returns for employers
If you're an employer, you cannot submit your December 2021 manpower return using the new combined employer return. This is the final return you can submit using the manpower return online form below.
From January 2022 employers must submit manpower returns using the combined employer return.
There are no changes to how single person businesses submit their manpower returns.
