Jersey's Strategic Framework

​About the Strategic Framework

The Strategic Framework supports the Government of Jersey to stay focused on the priorities set for the short, medium and long term. It seeks to align our community vision with political priorities and organisational objectives with accurate measures of success.

The Strategic Framework drives good business planning practice and a continuous improvement culture across the Government of Jersey. It connects the Government’s ambition, strategies, policies and plans with Jersey’s community vision, Future Jersey, ensuring public funds and resources are making a positive difference to the Island.

The component parts of the Strategic Framework (see below) do this by telling a simple story: Where do Islanders want Jersey to be in the future? Where are we now? What will we do? What have we achieved?

The Strategic Framework is underpinned by performance management and business planning standards and principles that ensure that every Government service and every employee across the Government of Jersey understands how they contribute towards the sustainable wellbeing of Islanders.

Where do Islanders want Jersey to be in future?

Future Jersey sets out the long-term vision expressed by Islanders.

Where we are now

Jersey’s Performance Framework is where we measure where we have come from, where we are now and the progress that Jersey makes towards achieving sustainable wellbeing. We use objective measures (those that include data and figures) and subjective measures (those that include what people think and feel).

It includes different aspects of sustainable wellbeing, such as:

  • Community wellbeing - the quality of people’s lives
  • Environmental wellbeing – the quality of the natural world around us
  • Economic wellbeing – how well the economy is performing

The Performance Framework is for all of Jersey. It measures the progress Jersey makes against the various aspects of sustainable wellbeing.

What we will do

The Common Strategic Policy, the Government Plan and Departmental Operational Business Plans tell Islanders what the Government of Jersey will do over the short and medium-term.

The Common Strategic Policy

The Common Strategic Policy sets out the medium-term strategic priorities of the Government of Jersey for each term of office (4 years). Each new Council of Ministers is required to publish a statement of its common strategic priorities within 4 months of coming into office for approval by the States Assembly.

The Government Plan

The Government Plan sets out the activities to be delivered and associated income and expenditure to support the achievement of the Government of Jersey’s priorities over the next four years. It is a rolling 4 year plan that must be approved annually by the States Assembly.

Departmental Operational Business Plans

The Departmental Operational Business Plans translate the activities set out in the Government Plan into actionable departmental tasks and measurable activities, together with accompanying detail of a wider set of services and projects to be delivered by the Department. These are rolling 4 year plans that are updated and published annually.

The Island Plan

The Island Plan sets out the plan for the Island’s positive growth over the next ten years and the framework against which planning decisions are made.

My Conversation My Goals

My Conversation My Goals is a government-wide process, requiring regular discussions between employees and their line manger about individual’s performance against agreed goals.

The Public Finances (Jersey) Law

The Public Finances (Jersey) Law 2019 provides for the administration of public finances for Jersey. 

What we have achieved

Annual Report and Accounts

The Annual Report and Accounts provides an insight into: how Jersey is performing against the desired Island outcomes; the range and scale of servicers that government delivers in support of those outcomes; projects and initiatives delivered during the year designed to deliver process and awards and recognition achieved by public services, staff and service partners during the year. It's published annually.

Departmental Annual Reports

The Departmental Annual Reports provide a breakdown of the activities and initiatives carried out by the different Government departments during 2020. They explain what initiatives the government has undertaken highlighting where projects have been delivered, delayed, or deferred.

Jersey’s Performance Framework

Jersey’s Performance Framework also helps us to demonstrate what we have achieved by showing how Jersey is doing on the journey to achieving sustainable wellbeing. It is updated on a continual basis and is available online.
