Exemption certificate for impaired mobility lifts

Senator Francis Le Gresley, Minister for Social Security, has granted a generic certificate of exemption from Regulations 6 and 8 of the Lifts (Jersey) Regulations, 1990, for lifts specifically provided for use by persons with impaired mobility.

The exemption is granted on the condition that the lift installation meets the requirements of:

  • British Standard 6440:2011 ‘Powered vertical lifting platforms having non-enclosed or partially enclosed liftways intended for use by persons with impaired mobility- specification’, or
  • ​British Standard EN 81-41:2010 ‘Safety rules for the construction and installation of lifts – Special lifts for the transport of persons and goods, Part 41:Vertical lifting platforms intended for use by persons with impaired mobility’.

Regulation 6 sets out requirements for enclosures and gates to lift installations, with Regulation 8 identifying additional measures to be put in place for passenger lifts.  The exemption has been granted as it is considered that lift installations meeting either of the British Standards provide alternative acceptable safeguards to those required under Regulations 6 and 8.
